Literally every app says "Error" under it.

I hate Windows 8. Absolutely hate it. When I first bought the download, I expected it to be easy to install with no problems, but boy was I wrong. The downloader wouldn't connect to the internet, thus beginning my long struggle with the OS. I went through at least 8 hours of remote access tech support from Microsoft, all to no avail. I got bumped up to Level 2 support, and nothing. Finally they sent me a free CD with the OS on it. First time I tried, it got stuck at 89% and I had to redo the entire thing after waiting for two hours. Three more hours, and I FINALLY had Windows 8.1! Sort of. I picked my color, got on for the first time, and literally every app other than IE and Desktop say "error." There is no error code given. They simply wont launch, and continue to say error under the title of the app. So I have no idea how to go about fixing that.

Also, all of my files are in Windows.old. I still have 650ish GB of space taken up on my HD, but nothing in the Windows.old file works. Take Steam for example. I have all of my game files in the Windows.old file. I don't know why I can't just drag them into the same directory on the new OS and have them work. I've tried, and it doesn't work at all. No program or anything in the Windows.old file works. If I want to play a game, I have to redownload the entire thing, even though the files for it are right there. So how can I avoid downloading everything again? I have a 1 MB/sec download speed on a good day. Never buy Century Link.

All of the help is greatly appreciated!

One more thing. Do you think I should just get a refund and downgrade to Windows 7? Would I be able to use that Windows.old file again if I did that?

I fixed it! I had to use the CD with the OS on it, go to "Repair My Computer" and go to troubleshooting, and then click "restart my computer" or something similar. I don't think it was called that exactly, but it was something along those lines. It erases all of your files, so make sure you're backed up.
To your last question - If I was used to W8 eg from on a phone, I might have been interested. I've tried it on friend's pc's and laptops, but I can never find anything. So I'm real happy with W7.

Does your pc POST and can you got into Bios and does any OS work?

Have you set up your DVD player as the primary boot drive in bios? You need to do that and put the Windows CD in then shut it down and restart it which will put you into the Windows installation

What might be easiest - and what I would do - is 1. get an ssd to put my new OS on and 2. get W7

How old is your pc? Can you post your build?
