New Build, getting No Video Output | With RAM: No Beeps | Without RAM: Continous Long Beeps |

Hello! Recently I put together my dads build and everything was supposed to go well, but I tried to boot the PC and it didn't work.

I'll begin with listing my parts:

Mobo:Asrock z87 mini itx
cpu: i5 4670
h60i watercooler
RAM:Crucial ballistix sport 8x2 GB
no video card yet
SSD: samsung evo 256

So, what happens? I hit power, the front case lights up, the fans turn on(watercooler fan, front, back), but the LCD says "no input" and stays "yellow"(should turn blue). After it didn't work I tried taking out the RAM to get some type of posting. I do get the 3? Long beeps continuously. I put the ram back in and then proceeded to double check everything was properly seated, and installed correctly. It's all good.

I've already gone through the standard checklist, so it's not something basic.

I don't own an multimeter, so not sure how to check my PSU.

I have another computer, but it won't accept 8GB ram sticks, only 4, so I can't easily test my ram elsewhere.

I also tried plugging in the power to someplace else, since it was on a power strip, and thought maybe it wasnt drawing enough power.

Any help would be great. Right now i'm considering RMA'ing something(MOBO?), but I don't know what the bad part is.

Tried with one ram, both slots, neither worked as far as getting my screen to show.

I have a GPU I can test with. If that works, does thta tell me the motherboard onboard video is busted?
