I have an AMD FX-6200 and it won't overclock, BIOS says it should be, but windows and CPU-Z disagree

I've had the CPU for quite a while now, and I've only just recently decided to get serious about overclocking, I've experimented with it in the past but didn't stick with it. But I'm having a problem, I change the multiplier to where like 19x which should bring it to 3.8, which is what the CPU was advertised as but it's 2.8 out of box, and whenever I boot into windows everything says I'm still at 2.8 under load. I can't figure out why, everything stays the same in the BIOS when I figure I pushed it to hard and it defaulted back to a safe clock speed. I'm at a loss here really.

I forgot to add my motherboard is a Gigabyte GA-78LMT-S2P

That board isn't a good choice for overclocking . it has a very poor thermal design.

Overclocking on that board could cause you to harm other components.
