GPU (?) issue in Diablo 3 : Reaper of Souls - low frames

Hello! I didn't know where to post this. Maybe it's not a GPU issue...
I have a Gigabyte GTX 770 4gb , an AMD FX 8350, 2x4gb 1600mhz Corsair Vengeance,
a CX 600w Corsair , a GA-970A-UD3

playing Diablo 3 on high settings, antialiasing ON, Vsync OFF on 1920x1080
When we gather several minions the frames drop a LOT. They can reach 15-20 frames when there are 20 mobs around. You gonna say this is normal but it isnt. I play BF4 on ultra settings and i have decent frame rate.
I sent a ticket to Blizzard and they told me to contact my manufacturer.. I build the pc on my own so , no specific manufacturer.
My friends have weaker systems than me, and they dont have that kind of problem.
Any ideas? Maybe its CPU issue? Should i post to cpu section ?

since it's a on-line game u may check if ur Internet connection is stable and good. Ur rig is strong and according ur experience with BF4 thermal throttling isn't likely the cause, nor as ur hardware problem. How good is ur Internet bandwidth?

i got a low ping 25\25mbit line and run diablo 3 at highest setting except no aa and cap the fps at 60.
it looks like there is a fps drop, its not stable drop either and sometime do not show up. but i have gone from 250 fps to 8fps.
someone said something about the servers.

my connection is pretty decent! 14mb , i play from greece and have 80-90 ms in all games! never had a problem with it. I can see the fps drop to 15-20 when playing diablo! Maybe the game doesnt run so well with amd cpus? sorry if that is a silly question but i dont know a lot about this stuff

Blizz is awful with AMD Cpu. I used to have 1100t x6 3.3ghz and a 8350 x8 4.2ghz processor and it was awful even with a nvidia 780 GFX got myself a i5 3570 and OMG what an improvement for now Blizz dont like AMD very much they just dont play well at all in places whether its WoW or D3 you options are wait for blizz to sort them self out... (that could take a while there not knowing for being quick about doing anything) or join the Intel crew lol or dont play blizz games.... I take it thats not an option lol

Also servers should not effect your fps servers should only effect your ms

Guys... this is not a server issue. That doesn't make any sense. Slow connection/server = stuttery gameplay =/= lower fps. Even if servers lag, your game will render at the regular framerate, but the game itself might be stuttery because it is unable to update what is going on as fast as it needs to.

I've heard that lowering the Sound Channels in the D3 options can improve fps drops, I have no idea why though.

Try turning V-sync on, and capping the fps around 60. Try different combinations of those two together.

Also, monitor your CPU and GPU temps while this is happening, as well as monitor you CPU usage.

And try uninstalling D3, then uninstalling display drivers using Display Driver Uninstaller (in safe mode), then install the latest beta drivers (337.50), and THEN reinstall D3.

Game engine is not the same as connection speed or server quality...

There is likely a game engine optimization issue at the bottom of this... but that has nothing at all to do wit the servers or his connection.

i tried some settings today. at the lowest possible(no adio) at 1080p i never got below 240fps in 5man rift. at max settings(with full audio) and no aa i never got below 60. today is a good diablo 3 multiplayer day. but randomly at another day its 8 fps at worst for the duration of the big fight. but i still think this fps drop dont lie on my end but somewhere else. maybe some spells thats not used often cause problems......

Here... Look at my fps at the bottom right
Everything on LOW, LOW FX, NO AA, NO vsync, no reflections , nothing. on 1920x1080

RIG : AMD FX 8350, Gigabyte GTX 770 4gb, Corsair Vengeance 2x4gb 1600mhz, Corsair CX600 watt,
GA-970A-UD3

(And NVIDIA settings from control panel to performance...)
Im pretty sure now its not a gpu issue...

every setting is OFF and LOW as i mentioned before. Even sound channels.. Even from NVIDIA control panel

I HIGHLY doubt this is your CPU! My setup is an AMD A8 5500 APU (4core), 4Gb DDR3 1600hz RAM, and a Radeon 7850 2Gb, and I get ALWAYS 60 FPS with the game maxed out @ 1680x1050! Even with V-sync on. Hell, I've gotten a constant 30 FPS on an ancient Pentium 4/GeForce 8800 GTS tower. There's something else going on here.

I've tried almost everything. Sent ticket to blizzard, they asked me to do some things. Did them with no effect. They said thereis nothing more we can do.
I play all other games on ULTRA with no problem!
1. I reinstalled Windows and downloaded Diablo again and freshly installed it
2. Installed beta drivers + older drivers (Nvidia drivers)
3. Changed Diablo graphics settings , sound settings and some other combinations i founnd online
4. Tried to play with everything off, Chrome and nothing running in the background. 0 effect.
