I've had this issue for a while, but never knew what exactly was happening until now.
After a period of use, (can be a couple of hours, can be a couple of minutes) my PC starts acting slow and my CPU is seemingly stuck around the 0.8 GHz range.
After running CPU-Z as well as MSI Control Centre, I have determined that, for whatever reason, my CPU automatically sets the multiplier to x4 (from x15), and so, my core speed drops greatly.
My temperatures read around 35 to 42 degrees when idle, and there is no sudden change in temperature when this 'throttling' happens (although Core Temp does start displaying my CPU temperature as 255 degrees, but MSI Control Centre continues to display the actual temperature).
I have disabled AMD's 'Cool 'n' Quiet' feature as I believe that causes the multiplier to fluctuate, however that didn't help issues. The only (temporary) solution I have found so far has been to shut down the computer, unplug it from the power supply, and then replug it back in and boot up again after waiting a minute or so.
The components I am currently using are below:
AMD Phenom X4 960T
MSI 970A-G45 Motherboard
16GB Memory (1x8GB, 2x4GB)
Gigabyte Nvidia GeForce GTX 760 4GB
Corsair 650W PSU
