GPU fan speed wont increase (even manually) no matter what!

Hello guys, thanks for opening the thread.

I've been encountering really weird problems with my GPU temperature for a couple of days already. Firstly, the gpu fan speed does not go beyond ~50% fan speed when I'm doing a stress test to the GPU. Note that whilst this stress test, the GPU load is 99%-100% and the temp rises to 92-93C.

Before, when everything was fine, I could hear the GPU fan actually spin faster and stronger, but not anymore. Now, the weird part of my problem;

I've tried almost every program to adjust the fan speed manually, and I had no luck which makes me think that the GPU sensor isn't the problem here. I've tried MSI Afterburner, RivaTuner, Sapphire TriXX (I have a HD5870). When I click apply and change the fan speed, literally nothing happens except that in the tray icon in the taskbar, it says that the fan speed has changed whilst it has NOT. There is NO way for the fan to sound the same while its on 23% and 100% (I set 100% manually just to make sure).

The more weird part is that the same thing happens in Catalyst Control Center. When I go to AMD OverDrive and enable manual control for the fan speed, the same thing happens as with the other software above. Nothing really changes when I apply my fan speed.

So I did what would everybody do; uninstalled every possible driver (used the amd driver remover tool). I re-installed the latest one, nothing. Tried an older one. Still the same - it does not help. I'd like to mention another weird bug; When I uninstalled all the drivers and started up the PC, after 3 mins of booting up, the GPU temp went so high that after 3-4 mins after booting, the screen goes to stand-by mode (Im guessing GPU temp is 95+C). So, without any reason this happens. I somehow reduced the boot time and managed to install the drivers within those 3-4 mins, so its stopped happening.

I know that with everything that I've stated above, you would think that the GPU is broken, but I honestly believe its not. I'm highly convinced its some software bug that causes this, but I cannot seem to locate which one so I can fix the problem. I believed uninstalling stuff like Redistributables 2008-2012, directX and so on would help, but I tried that and it didn't help either.

Infact, I'm convinced that it'll get fixed automatically in some days or weeks by me, while installing or uninstalling some software that I'm not aware of was causing the GPU to overheat, whether it was because of not having that software, or the other way.

But what are your suggestions? My windows 7 64bit is newly installed, and my specs are: FX8320, 8GB RAM, HD5870, PSU 650W Spire Jewel.

So, to be more precise and recap my problem (I guess that's why I didn't get any help so far) is:

My GPU overheats while under very little load (e.g. playing FIFA or any other game). The reason is probably the fan not increasing its speed (sensor maybe?). Another problem, cant manually increase fan speed with given software. Did a stress test and reinstalled drivers.

After 5-6 mins of gaming, GPU temp reaches 92C+ and game starts to lag. After 10+ minutes the PC shuts down.

Sounds like a driver problem, or could be a defective GPU. make sure you have the latest drivers installed. If you do, uninstall and reinstall the drivers. If you have a 2nd PC, try the card on that. If problem presists, consider a RMA
