If you want to just put it together and not mess with it, the I3 would then get my vote.
If you factor in overclocking, the FX6300 would get my vote. However, you would need a good motherboard, CPU cooler and the knowledge of how to do it to really push the CPU to 4.8Ghz+.

Your cpu choice is on the budget border where lower would favor amd and higher would favor Intel.

The 4130 will be stronger than the 3320 in the report.
My preference would be an intel cpu in a Z97 based motherboard. That will give you future upgrade options including broadwell.
On the psu side, a R9-270X will want about a 500w psu.
The CX500 should do the job, but it is not considered a high quality unit on this list:

See if you can.t find a XFX or Seasonic psu that fits your budget.
I might also up the power to the 600-650w range. Your psu will operate more quietly and efficiently. It will allow you to upgrade in the future to a stronger card as good as a GTX780ti.
