If I transfer a hard drive from a 32bit PC to a 64bit PC, will it work properly?

Work for what? If you're adding it as a 2nd drive to the new PC, it'll work without any problems. If you're planning on replacing the new PC's hard drive with the old one, it may gank at the new hardware (CPU/motherboard/GPU/etc.) that it doesn't have drivers for.
