When is the next time I should consider upgrading?

I am curious how long my new budget build will last me, I am hoping to get 3 to 4 years running games on ultra - medium as time goes on.

My parts:

Biostar TA970
8 core AMD 8320 CPU
Kingston 8 gb Hyper X Ram
1 TB WD Cavier Blue
Gigabyte WIndforce Geforce GTX 750ti
600 watt power supply.

for current games? the 750 ti may play at medium settings, high may be pushing it...but games that came out 3-4 years ago you may be able to play ultra on. i.e. skyrim, fallout, starcraft, diablo, etc. those are just examples. everything looks great but the GPU won't last long. you may want a 760 or a 770 for "future proof"

I didn't have the money at the time, so should I consider upgrading when the 800 series comes out?

I would wait untill you find a game that you can't play at your desired settings and start looking around then. The "bearable" gaming quality for people varies a lot so for you it might be next year or the year after that. I think the 750 ti (which is actually using the same chipset as the 800 series) will last you at least a year or two more.

I was hoping to last until the 1000 series in three years, but some games are just console ports, so graphics do vary game to game as well right? I'm new to the gaming PC, I use to just play on low settings on my laptop or xbox, so I'm sorry for all the questions

If you're happy to play at Low Settings on a game then that GPU will likely last you 3 years. However, considering what's been happening lately (Watch Dogs, Lord of the Rings, Star Citizen etc) you should probably upgrade sooner than that.
