fastest windows system

I do not do gaming. I have to do heavy graphic processing with 24mb RAW images in Adobe and Lightroom. What Windows system would you recommend for both speed and throughput.

Actually, I have never built one, but I think I could. I have a great deal of experience with electronics, etc. If all the information is available to put it togeher, I would probably try it. THEN I would have to know what 'stuff' to purchase, etc.
I am not against buying one already done, but the speed and throughput is of primary importance. I would appreciate some suggestions on what ones you would suggest.

My budget is pretty high (between 2500 to 4000), if I can get a great performing cpu, dont need monitor and have 3 2tb sata drives and 1 4tb sata drive, I prefer Windows 7, the F*&^ING Windows 8 is a disaster for me.

CPU will handle any rendering or pretty much anything else you throw at it, if you are doing some extreme multitasking you can double the ram to 32 GB, but for photo editing I doubt you will need more then the 16. SSD drive for windows and programs will make it very fast, then use your other drives for storage. The case is nice, supports 8 internal hard drives, and is quite, only has 2 fans so i included a 3rd one, recomend you put it at the top of the case.

This looks like a possible solution. Is it possible you would put this together for me? I would be happy to pay for that.
I am not certain I would be good at that. Let me know.

Also, If I wanted more ram memory could I add 8GB or would I have to add 2 X 8GB?
 
You should add the memory in pairs, so you could get a (2x4gb) and add it (I have 12 GB in that setup on my desktop).


I live in the united states, if you live in the US we can discuss the me building it option, woudl require the couple weeks for bank to 100% clear the payment though.

Go for a Quadro Card, not a 750 TI. The Quadro series is built for rendering and graphics processing. Also if the budget allows it get an LGA 2011 socket CPU. LGA 2011 is a workstation platform after all.

For your budget, this build would better suit you. I added a higher end Quadro card which is specifically designed to accelerate graphics processing, rendering, CAD drawing, and other such tasks. Swapped out the 4770K for an LGA 2011 i7 4930K, which will compliment the Quadro card nicely. 32GB of RAM to accommodate any heavy tasking, and last but not least, Windows 7 Professional 64-bit. (Home Premium apparently doesn't support 32GB of memory).
