It's basically just Haswell with slightly higher clocks. The Core i5-4460 is a little faster than the Core i5-4440 and costs about the same, so yeah it's a (slightly) better buy.

Depends on what you are using it for.

If you are not overclocking, I would say yes the current release is slightly faster than the 3770k and 4770k at stock speeds.

Is it fast enough to upgrade from a 3770 chip you already have? Absolutely not.

If you are upgrading anyway, and gaming is your primary focus, there is little reason to buy more than a i5 4690 - which comes close to the more expensive i7 models.

If you are using highly threaded applications like video editing or rendering, the i7 4790 would be a solid choice.

Keep in mind the promising overclockable chips are coming out (supposedly) in August. But, if you aren't overclocking you should go with the 4790 or 4690.

I'm going for the 4460 as the 4690 is way too expensive for my budget

The 4460 is $185 for 3.2-3.4 GHz. The 4690 is $220 for 3.5-3.9 GHz. The 4460 is at least as good value. Arguably better.

If going to a K model I'd say yes, new mobo and CPU, but with what tou are considering, I'd say NO, if anything invest in a K model Haswell

Then I'd stick with what you have, .1 or .2 gain isn't worth the money

the 4460 is actually cheaper than the 4440 so i won't be making any loss

Haswell refresh generally gives you those .1 or .2 GHz for free, so it's obviously a better deal.
