To check a GPU's compatibility, you need to check
- PSU
- Case
- CPU

For your case, I don't think the CPU should affect the GPU's performance since you are looking for a lower end card.

Check if a GPU can fit in your case and check if your power supply is strong enough to power the system with efficiency.

But like I said, all these factors aren't very important since you are looking for a lower end card.

for US$100 , the HD 7750 , R7 250 , and GTX 750 are some options you can choose from.

budget under $400 for the gpu, my psu is the seasonic 620w 80+ bronze, my cpu is the i3 4130 my case is the corsair 200r atx mid tower case also i want to be able to play at 60+ fps

$400! You can practically name your own. The HT dual core will be a bottle neck at the very high end in cards, though. I'd suggest the GTX 770 or R9 280X if you want to plan for the day you move to 1080p and upgrade the processor. If you stay with 720p, either of those cards will be able run any game at max settings with oomph to spare at 720p
