a friend of mine told me that a monitor could affect fps and im looking for the highest fps and want a good monitor to pair along with it please This is my setup just incase youre wondering

It is the monitor resolution that might impact fps, not the size.

Your GTX780ti will run very well with any monitor short of a 4k(3840 x 2160) monitor.
a 1080P monitor will be 1920 x 1080.
A 4k monitor has 4x the number of pixels that it needs to process.
SLI is likely to be needed for a 4k monitor, and even for triple 1080P monitor gaming.

For a single monitor, I suggest going with a 30" 1440p or even a 2560 x 1600 monitor.
The larger screen and more detail will enhance your gaming experience.

Most monitors will refresh at 60hz. some will do 120hz. The problem is that if your pc can not deliver frames at 120hz, you will get artifacts.
This can be eliminated by using vsync which will likely cap your refresh rate at 60. Or...
The monitor does not affect game performance directly unless you are talking about different resolution, which I don't think you are. You friend is wrong.

If you want to plat at more than 60fps you need a 120-144hz monitor. Make sure it is IPS as well.

If 60fps (about the most the human eye can see) is fine with you, then get a (much cheaper) 60hz monitor. Again make sure it is IPS.

IPS will give you a 178/178 viewing angle.
That is good on a larger monitor.
a lesser spec like 170/160 will look washed out if you view the screen from the side.

With your budget, look for a 30" 2560 x 1600 IPS monitor. They come prices from $500 to 1000.
