Sudden allaroundFPS loss

Im running an inno3D GTX 770 4GB with an i5-3570. Ive had it for over a year and its been a god. Until recently when I decided to patch my windows for third party themes etc. I immediately noticed a ridiculous drop in performance all over. I decided to unpatch it and that didn't solve it... I also got some windows updates around the same time in which they got me ancient drivers, updated those right after. Still with this lag, I run 2 1050p screens, and Ive previously used vsync with no issues.(Want to keep my fps at 60)
PS I use to have a steady 60fps on WoW with no lag, now its sitting on 20-40. Without vsync it jumps up to 300fps or so but keeps dipping to 10-20 constantly.

Uninstall all Nvidia software from Programs and Features, download and run Display Driver Uninstaller in Safe Mode, select "Nvidia" and choose the "Clean and restart" option and press go. Once it finishes and your computer reboots download and install the latest Nvidia beta drivers.
