I got a cheaper cpu than yours , though it won't affect gaming performance
Got a Z97 Board even though you won't be overclocking just if you're gonna get a broadwell cpu
Same ram
Got an ssd
Got a 280x instead of a 290 which won't affect performance too much
http://www.anandtech.com/bench/product/1041?vs=1068
Got a full tower case for better airflow
And i got a fully modular , 80+ gold psu and better quality

Though i can tweak a few things and get a 290 in there for 60 more pounds and no os than pcgaming98's build
my first build had an os if you didn't see btw

I forgot to explain why I chose these parts.

CPU: The Intel Core i5 4670k is about the fastest budget processor on the market right now. With that price, budget doesn't really fit the description though (I would have chosen AMD but since you had such a big budget, I wanted to give you performance since you had the money for it).

Motherboard: Gigabyte has always been one of my favorite mobo manufacturers. Their motherboards were always sturdy, packed with features such as more USB ports, more SATA ports, the list goes on. This motherboard has the top of the line chipset for this processor but the board itself might be a bit budgety. If you plan on overclocking, I'd go with a more overclock-friendly board.

Memory: Patriot doesn't make bad RAM, I've had sticks of RAM from them before and they worked perfectly fine, but I prefer my Geil Leggaras. Anyway, it runs at 1600 MHz and has a CAS Latency of 9. That ensures maximum speed with little delay in arrival from the mainboard to the memory. TL;DR it's fast.

Storage: It's a 1TB Hard drive for the price of a 500GB one so it was practically a steal.

Video Card: The R9 290 is one of the fastest graphics cards out on the planet (ONE OF, I didn't say FASTEST). The XFX R9 290 Double Dissipation sports two heat dissipating fans to ensure maximum cooling.

Case: It doesn't have many Internal Bay slots but it has good cable management slots where you can tuck away your cables so they dont get in the way and conjure up more heat.

Power Supply: Corsair is one of the best in the PSU market. The CX 750W has 62A on it's 12V rail, which means there's 744 watts at your components disposal. Plenty of power so that your computer doesn't randomly shut off due to lack of power. Also, it's a quality brand, so your PSU shouldn't explode (But it still happens to the best sometimes).

It has got a very strong GPU that will almost max any game at 1080p and you can add an external DVD Writer if you wish to

Same here forgot to explain why i choosen the parts :

CPU : Got a 4440 to fit a Z97 mobo in there , you'll see why later , it's a very fast processor and won't bottleneck any video card .

Motherboard : I got a Z97 board from MSI . I always have been a fan of MSI , and never have had problems with them . But why a Z97 board ? Simply for future proof , they barely got out , they aren't so expensive and will support intel's new broadwell cpu's that are overclockable .

Memory : same explanation as pcgaming98

Storage : I got you an SSD for speed , basically . A 1TB hdd is enough for storing games , photo and videos on it so shouldn't have any trouble with that

Video card : had to go for a 280x to keep the price below 800£ but it performs really good in gaming , maybe not as good as a 290 but it does well .

Case : i tried to put a full tower , beautiful case with alot of cable management slots . Now why a full tower ? Just because how big the interior is , which means better airflow .
Though you can go for a cheaper midi tower case , i'd still keep the phantom .

PSU : EVGA's SuperNova series are well known for good performance , they're cheap , 80+Gold and aren't made of cheap capacitors like the CX series . That's one of the only downsides to pcgaming98's build , the only ones are that he could have got a z97 board that's even cheaper than his z87 board and doesn't have an ssd.
Though i'm NOT saying that Corsair is not a quality brand , they are , it's jut the CX series that aren't worth the money .

I added an OS and a WiFi card. To compensate for costs, I had to downgrade the PSU (It'll still run your computer well. It has 46A on the 12V rail, which is 554 watts for your components). I also had to downgrade from the R9 290X to the R9 290, which is practically negligible, the 290X is just the 290 overclocked.

I think we're racing right now lol
And your first build didn't have a 290x btw
The OP didn't say he needed an OS
Your build still doesn't have an ssd like mine
Still didn't change the mobo to a z97
Still the same case
Well it's just my opinion , but i think that it's better to have an ssd , z97 mobo and a better case at this budget
Also , where's the optical drive ?

He did say he needed a OS

I do need a OS and i can stretch another 60 pound i guess if its going to increase performance by much

Also, I will update the mobo chipset. I wasn't thinking about an SSD because I'm trying to have him put the most toward his GPU, and spend on a SSD later. I didn't need to change the case, it's a good case.

Once again it's just my opinion
But then here's my build , no ssd , no optical drive , 290x , a corsair 200r case and win7 pro with a tp link wdn 4800

Reasons :

CPU : Getting either the 4670k or the 4440 won't show any significant performance improvement until you overclock that cpu really high , but to do that you will need to spend 30 more pounds or less for a good quality cooler
So getting that cpu for 40 less pounds and not losing any performance is a good deal
Motherboard : I've got an overclocking motherboard .
Why ? Because the new Z97 motherboards aren't that expensive now and they allow you to buy one of the new broadwell cpu's from intel and overclock it later if you feel like it , and they are more stable for O/C along with a few new features that I forgot lol
RAM : you don't have to pay 100£ for 8gb of ram , they all offer the same performance if just a bit which isn't a significant increase so going for cheap ram isn't a problem
Storage :
SSD : having an ssd now is almost a must if you want speed , they SIGNIFICANTLY increase windows or other os's speed , like booting up , opening aplications and shutting down the pc , there are a lot of comparasions between normal hdd's and ssd's
HDD : 1TB should be enough , nothing else to say
Video card : in my opinion getting a 290 won't be making such significant improvements in gaming , but getting a 290x will definetly make imrpovements . Though I prefer putting a 280X in here and save money to get other high quality components .
Case : it's a full tower case which has alot more space in the interior than a midi tower one which means better airflow , it has lots of cable management holes , and is quiet .
PSU : EVGA's supernova series are made of high quality components , they are rated 80+ gold and are cheap
Optical drive : nothing special ...
os : nothing special either ...
