Graphics card not displaying

I have a custom build PC that for some reason the video card just stopped displaying completely. It was sitting for about 2 months completely unplugged and when I went to turn it on today the fan on the video card is on (although it is definitely not running as fast as it used to) but the monitor would not display anything.

I ended up plugging the on-board video into my t.v. and that is working just fine but when I go to the device manager my video card is not showing at all. I used driver sweeper to clear out all of the old drivers for both the on-board video and the AMD drivers that were installed. re-installed the AMD drivers and the card is still not showing at all.

I'm just wondering if this sounds like a bad video card to anyone else or maybe I am forgetting to do something to get the card up and running.

Motherboard: ASUS M3N72-D
Graphics Card: Radeon HD 4870

I'd rather not have to purchase a new video card at this time if I can avoid it.
 
Two ways to resolve the problem.
First go into the bios and check that the Pci-e slot is set to be the primary default graphics device.

Turn off the on board video chip set if possible.
You may find if the system has been off for some time the cause is because the cmos battery is flat, so the motherboard has defaulted to factory settings meaning by default the pci-e slot is not the primary display device.

The second is to check that the extra 12v four pin power from the psu is connected to the mobo and is seated properly.

And any extra power feeds to the 4870 card if required are secure and fitted.
If your time is wrong, in windows desktop along with the date and month it is a sign that the cmos battery is dead and needs to be replaced if the system has been off for a month or two. because the result will be every time you power the system off the board will go back to factory default settings.

If your asked to press F1 or F2 on power up and it says incorrect settings it also indicates the bios coin cell battery needs to be replaced.

I have shut the PC down multiple times today and the time and date are staying updated. It did prompt me once to hit F1 because of the bios settings but that is because I had cleared the bios thinking the computer wasn't doing anything originally because of how quiet it was compared to normal.

I checked the bios settings and it looks like the PCI E is set as the primary default graphics card and the on-board is set to only kick in if there is no external video card detected. Also, I went ahead and checked the 12 volt connector on the mother board and it is in there pretty snug. I also checked the 2 PCI E power plugs that connect into the graphics card and they are in there snug as well.
