Windows 7 in infinite reboot loop

Hi all!
I have a Dell Inspiron 531s that is stuck in an infinite reboot loop. My Windows 7 version is Home Premium and I can't even get to the boot screen!
 
Solution
If you can get into Safe Mode (F8) with networking, download CCleaner and run it. Maybe it is simply a software conflict. CCleaner will attempt to clean the registry of errors. https://www.piriform.com/ccleaner
Do the Clean and Registry portions both.

If still no joy, go back to SM and try disabling stuff in your tray. Too many programs running in the background can sometimes cause problems.

Solution
If you can't get into safe mode, either use your windows 7 recovery cd or a hirens boot cd to run a startup repair. Theres various guides on google.

Do not run the factory restore disk or the dell recovery cd, that will completely wipe the drive.
