When I restarted my laptop, it said I had no wifi even though I do on all of my other devices, and the screen had big symbols on it. When I pressed delete it showed my log in screen but with all the symbols. I typed in my password and a quick message popped up, still in symbols and restarted my laptop again. So I cannot access or read my laptop.
Startup screen is a blue screen with what I believe is alt code?

Sounds like Windows in a bad way! Difficult to proceed without your having an Installation disk or a Recovery Drive.
If you have access to another machine running Windows 8/8.1 you could create a Recovery Drive which will enable you to get to Troubleshoot/Advanced Options. Then try System Restore to get you back to a point before the problem started.
Meanwhile if you don't have much data to lose, you could restore your Laptop to Factory Settings (Refer to your Manual for details)
