Windows won't boot normally after crash during SCII. Blue lines on display.

Hello! So in the middle of playing a game of SCII, my computer screens started flickering with strange black and white bars and then the sound went out. The display had these vertical bl/w bars until I rebooted. However, when I rebooted the BIOS menu popped up (as it normally does for around 3 seconds) and it had a lot of blue lines on it. After the BIOS menu went away, two blue bars ran down the middle of my screen (see imgur album below). I'm able to boot into every safe mode, but when trying to boot normally my computer will only get past "Windows Starting", then the screen goes black and will not load my desktop. Even when I boot into safe mode I have these horizontal blue stairs running across the length of my screen (imgur album).

I've tried updating/ uninstalling/re installing graphic drivers and performing a system restore, but nothing seems to work. As it stands, I can't boot into my normal desktop and these blue lines won't go away. I've copy pasted my dxdiag below, if anyone could help out that would be fantastic. Thank you!

The DxDiag info is not really useful. Rather, we need to know the make/model of both your GPU and PSU. Also, what are you overclocking (CPU, GPU, memory)? If anything, revert to stock speeds until you have a stable system.

Also, how hot does your CPU and GPU get at idle and under load (like when gaming)?

Thank you for replying! I've posted this question on other forums and no one seems to want to bite. :/

The PSU is an Antec 500W and probably the worst part in the computer. The GPU is a Radeon HD 6850. As far as overclocking, as far as I know I'm not overclocking anything. Where might I find the control panel for such options? Also I'm not sure about the heat, but after I turned off my computer I noticed both my graphics card (GPU, right?) and PSU were rather hot to the touch. Is there any program I might be able to measure the heat for you quantitatively?
