During the install, Windows sets itself up to whatever hardware it is connected to. Divers, Registry settings, etc.
Plugging that drive into a whole new PC, it does not know what to do.
Sometimes it works, sometimes it doesn't. Sometimes it works partway, and then you're chasing driver issues for weeks.
A fresh reinstall completely negates those issues.
And then you have the whole licensing issue.
