If you get a gpu without an additional power connector you are drawing all you power through the motherboard. This limits you to a low power video card. Also your Optiplex may not support a full size card. What form factor do you have? Only the mini tower used a full height card. AND, even the MT won't support most higher quality cards because of the length and thickness. Look at your CPU cooler. It restricts the length and thickness of the video card. I have built many Optiplex 755s. It is a challenge to find a card that will fit. Another option is to use a flexible pcie adapter. BUT those can be flaky. You sometimes have to boot the computer with the video card directly in the slot first so it will recognize the card. Then you can add the flexible adapter and all is well. I am currently using a Radeon 4670 in one Optiplex 755 but I have a different Radeon 4670 that won't fit because the heat sink is too far back and it hits the CPU heat sink.

Here is a page that discusses putting a Graphics Card in an Optiplex 755. It has some good info, some bad info. But it also has a picture that shows the inside of an Optiplex 755. On that picture you see a place where they put two arrows. They indicate the spot where Graphics Cards are restricted by the CPU heatsink. If this does not look like the inside of your case, what form factor do you have? there are MT, DT, SFF, and USFF. Which one do you have?
