Hi my pc is Gateway FX6860-UR21P (DT.GD5AA.002) Desktop PC Intel Core i7 3770 (3.40GHz) 8GB DDR3 1TB HDD Windows 7 Home Premium 64-Bit - Newegg.com
and i recently bought a XFX R9 970x XFX Radeon R9 270X 2GB DDR5 PCI Express 3.0 Graphics Card R9-270X-CDFR - Best Buy

but when i seat the new gpu my pc just does not boot, my psu fan runs and so does the gpu fans. My PSU should be adequate for this. Can anyone help please. I also made sure the two 6 pin connectors were in.

Well according to the PSU calculator there is a difference of 100W between those cards in your system. With the 7770 the calculator says recommended is 352W, where the 270X says 446W.

That puts your system right on the edge of the recommended. Depending on which model the supply is from FSP, there are some good and some not so good from FSP.

If you want to eliminate the PSU, do you have another system you can test the 270X in? If it works in that system, then I would lean towards the PSU being the culprit.

One other thing you could try is shutting down your computer. Remove the 7770 and reset the CMOS. Install the new card and see if it POST's. BIOS could be tripping up when it detects different hardware than the last DMI config.
What brand (if it shows one) of PSU does your computer have? How many watts is it? And how many amps are supplied on the 12V supply?

It could be that the this card is over the top for the PSU that is in your system?

Does the computer POST when you put the old card back in?

Brand Is FSP Group INC. Max Wattage 450/ Peak Wattage 500. Amps On The 12v is 18.0 Amps.

The 7770 is back in my pc and working just fine. The driver for the R9 270x and the 7770 are the same, and so is the required PSU wattage

I sadly do not have another system to test the gpu in. and ive read about resetting the CMOS, but it sounds frightening lol. i might just go and buy a nice psu at a best buy knowing if thats not the problem i could just return it.

As long as it has a PCI-e slot it should be completely upgradeable. Short of some BIOS problem, it should detect the card and go.

Do you have a friend who would let you test the 270X in his / her computer? It could be a DOA card, it happens from time to time.

Resetting the BIOS is pretty easy. There is usually a jumper on the board somewhere. The procedure should be detailed somewhere in the documentation for your computer. There really isn't much to it. Updating the BIOS is more scary than resetting it, BIOS updates have occasionally bricked motherboards, I've never heard of a reset doing that.

If you get a new supply, try to get a good one from a reputable manufacturer. I would suggest something in the 550W range, that gives you a little room to play with.
