R9 290 video card boot cycle loops every 10 secs (blank screen and no post)

I have recently been updating my pc components. First a ssd, then CPU, next was a new power supply and now I'm working on installing the new video card. This is where the trouble starts.

My working specs:
Mobo: gigabyte ga-z68x-ud3-b3
CPU: i7 3770k
Ram: 8gb g.skills
Ssd: crucial m500 480gb
Hdd: samsung spinpoint 2tb
Gpu: radeon 6850
Psu: 1000w bronze rated rosewill

When I took out the 6850 and replaced it with my new GIGABYTE GV-R929WF3-4GD Radeon R9 290 4GB everything started out fine. I loaded windows put the driver disk in that came with my new card, installed the drivers and restarted the pc as required by the installation. On restart I get a black screen for 10 seconds or so then the pc restarts and continues looping as far as I can tell indefinitely.

I'm trying to troubleshoot fixes however I'm at work and can't physically touch it again until tonight. Another thing to note is that when I put my old 6850 back in (removing the new card) the pc works flawlessly.

My mobo's bios is f13, any chance I need the uefi bios update for the 290 card?

Also if f13 should work should I reflash the Mobo?

Since the problem seemed to show up after installing ccc and the drivers that came with the card, would I be better off going online and getting the drivers/ccc from amd or gigabyte (since I don't think they sent the most recent drivers on the disk)?

Any other suggestions would be much appreciated, I'll try to stay active throughout my workday with any more info that might be needed.

I know it hasn't been very long, part of me is afraid I posted this in the wrong section, so if a mod could move me or if someone could confirm I'm in the right place I would appreciate it.

My plan is mostly just to string together a list of possible solutions I can attempt step by step.

We'll I guess I'm bumping my thread again, I always find answers here. This is the first time I've had a question I wasn't able to find the solution in an existing thread.

Very disappointed my thread hasn't gotten any attention. Especially since googling for results brings my thread up amongst the top choices in google.
