Is part picker accurate with Watt estimates

This is my set up, could my power supply be overloaded. It says on the Sapphire site the Toxic 280x uses 750Watts, pcpartpicker says diferent, who is right????

There is NO, as in zero, way the 280X actually uses 750W. Chances are the recommended PSU is 750W (to power the entire system) but the card actually only draws up to ~300W (http://www.tomshardware.com/reviews/radeon-r9-280x-r9-270x-r7-260x,3635-18.html)

cool, well i can only guess its my gpu, its still under warranty, might get something a little less power hungry instead, its quite a noisy beast, what do you reckon? a r9 280x or gtx 770??
