can't get past windows logo,

Gigabyte ga b85m d3h motherboard, Intel i7 4770. I'm having tittle getting an operating system to run. Whenever I try boot from a usb or my PCs HDD which is running windows 7 and still runs fine in my old system, my new PC will just restart after seeing the windows logo for about 3 second. The current bios version is f8 and the latest is f12 which says it adds support for 4th gen processors. Will this fix my problem? Also I put my old laptops hdd into the PC and it worked but it's a 32 bit version and I need to be able to use ask 16gb of ram. I can get 32 bit to work just not 64bit
 

If you get as far as BIOS then your CPU is supported. How are you hoping to install W8 and where from? If by download then you must do so from a 64 bit machine if you buy from M'soft.
