Will putting my operating system on an SSD make my PC quieter?

At the moment I have a 1TB hard drive by Dell in my PC and it is the main source of the noise coming from my PC. So if I got an SSD and put my operating system onto it, will it stop my hard drive from making noise while I am simply browsing the web or something, or will my hard drive still be spinning all the time and continue making the noise? Thanks in advance.

If you reinstall Windows into the SSD, the old hard drive will only spin occasionally for Search Indexing, scheduled virus scanning, defragging, and naturally if you will try accessing any files on it. Other than that it should stay at the minimum spin level
