Can someone explain to me PCi/GPU question?

I have a AMD Radeon R9 280x which runs @ 32GB/s. Tons of forums say PCi 2.0 x16 can run this fine. But the speed per lane is 500MB/s? >> 8GB/s. But then even PCi 3.0 x16 only has a speed per lane of 15.75GB/s speed. Is there something i'm missing?

Pcie 2.0x16 have roughly the equivalent performance of pcie 3.0x8. It will work fine. There was a review on here a long time ago (when 3.0 first came out) that benchmarked all the different pcie speeds against each other and from pcie 2.0x8 to pcie 3.0x16 there was only 5% or so difference.

Well specifically speaking PCi 4.0 x16 only has speeds of 31GB/s so surely that would be bottlenecked too?

Just because your pcie lane has 1TB/s bandwidth doesn't mean your gpu will be powerful enough to output 1 TB/s of data. PCIE lanes only start to be a "bottleneck" if they get to pcie 3.0x4 or lower.
