Delete Files Before Entering Windows

I'm getting the mpfilter.sys error and I would like to know if there's some way to delete the mpfilter.sys file before entering Windows 7. Perhaps a simple file manager on a USB and I boot to that?

mpfilter.sys belongs to Microsoft Security Essentials.

Windows should start in Safe Mode so do that. Then uninstall MSE and restart.
Find an alternative antivirus and install that instead of MSE.

When I try to boot into safe mode, I get the exact same mpfilter.sys error. And PS I don't have an installation disc for Windows.
