High GPU usage, low fps in all games

One week ago my laptop suddenly started to act strange during gameplay. Litterally from one day to another my fps in Counter-Strike Global Offensive dropped from a solid 60+ to about 15.

I did not change drivers, nor did I install new software or hardware during this timespan.

When measured (MSI Afterburner) my GPU seems to be working fine (100% during stress-tests and ingame). However, my cpu-usage doesn't go above 15% during these 3D-tests. When I run cpu-benchmarks my cpu-usage does reach 100%.

Benchmarking my GPU (3D-graphics using Passmark's Performance Test) results in very poor ratings in relation to other computers with about the same specs.

During all these benchmarks my temperatures stay low (never going above 60°C), probably because I cleaned my laptop inside-out a few months ago. When stressing the CPU I can clearly hear the fans spinning.

To conclude I wish to add that this problem occurs in all games, even in most games' menu's. This didn't happen before (I had above 120 fps in most menu's).

These are my laptop's specs:
CPU: Intel Core i7-2630QM (running at 2.0ghz and up to 2.9ghz boosted)
GPU: AMD Radeon HD 6650M (1gig dedicated video)
RAM: 4GB DDR3
OS: Windows 7 ultimate
