Games are blurry when moving around on TV using PC gaming

Blurring due to movement, and not on still frames, is going to be caused by one of three things, 1) poor pixel response times 2) some sort of TV processing or 3) if the game has a motion blur setting. Resolution is not going to matter. If the blurring happened with still images, then resolution, scaling or some form of AA might cause blurring, but if it only happens during movement, this is related to the display.
