Graphic card core clock speed

Does a graphic card with 1.11ghz core clock speed have a noticeable difference from one with a 1.14ghz?

Im going to do a lot of animation with programs like maya and 3d max, with a few high end gaming as well.

This is my first time trying to build my own PC desktop. My budget for a graphic/video card is 400$
So far my research says that a Geforce GTX 770 is the way to go, can anyone vouch for it?

well never buy the reference model. Each company adds its own cooler and a factory overclock for nearly the same price as reference. Those coolers are plenty to get some more overclocking in. its not worth it to get your own custom cooler for a graphics card
i have it and love it although i dont do any animation so im not sure if my opinion counts for much. One other thing to note is that gpu overclocking is very easy, although not huge in benefits. i overclocked my MSI 770 and gained about 5-10% over itself at stock.

overclocking would require a cooler fan better than a stock fan correct? I haven't looked much into overclocking but I know it would produce more heat.
