graphics card/Monitor advice

intent was to use my old HP19 monitor but it is failing! I don't game but I do edit a lot of pictures and some video and I want to be able to watch Blue Ray movies on the system. Not sure if I need a graphics card, it seems that it would benefit from a card in the $100-150 range (maybe Radeon R7 265). As for monitors, I need HDCP compliant and at least 23 inches so I have room for a lot of windows. Would consider two 19 or 20 inch monitors. Any suggestions would be appreciated. Monitor budget is about $175

I have heard that if you don't game you don't need a video card. Yet the adobe software for pic and vid editing recomend a video card. Any thoughts on whether I would see faster performance? Blu Ray movie playback? thanks for your speedy answer.

Thanks for the input. I actually paid 399 from microcenter for the CPU MOBO combination. Still I like how your build has 16 GB Mem and a 2 TB Drive. Is that xeon processor as fast as the I7 4770? I found with my last computer by spending a little extra on the CPU I was able to get many useful years out of the laptop.
