that is the rig i'm building for my friend and according to his budget i successfully made him a good rig with not that much money

ASRock H81M-HDS 1150 Socket Motherboard ---> just as mine :) 
Kingston HyperX Blu 8GB DDR3 1600MHz CL10 1.5V
Intel Core I5-4570 Haswell 3.2GHz 6M LGA 1150 Processor
Western Digital (WD) Caviar Green WD20EZRX 2TB 64MB Cache SATA 6.0Gb/s
SeaSonic S12II Bronze 520W 80 PLUS
Gigabyte R9 270 OC 2GB GDDR5 Windforce 2X

Questions are :

- will it make a difference in performance if i got him instead 2x4GB ram , it's right there in the shop i dunno what's the difference ..

- the gpu is factory oced but after i buy it will i need to overclock it again or do something to make it full overclocked

- will anything in the previous rig make the pc unstable ?

- which is better msi r9 270 or gigabyte r9 270 or asus or xfx or what ?

Since the motherboard supports dual channel memory, it is generally better to have your memory in pairs. 2x 4GB of RAM is better than 1x 8GB.

Let your friend worry about OCing. If he wants to OC it, let him take the responsibility for it.

I have no idea what you are talking about in the previous rig. You haven't mentioned anything about a previous rig. You listed a whole new setup.

I can't say what is the best GPU, you'd have to give specifics, and not just a brand. All those brands have good cards.

Dual channel memory does give you better performance.
Factory OC cards run at their set speeds out of the box, you can push them further but you dont have to.
Nothing from the old rig should cause issues, only the HDDs and fans really need to be swapped over, both work fine wherever they are.
For AMD Sapphire and ASUS make some of the best cards around, great coolers and quality.

when i said previous rig i meant that rig but in the previous lines and stuff .. tryin to make something official :D
