System not shut down after added the external sound card

Hi, I added a external sound card because of my on board sound card is not working. After adding the external sound card, If i shutdown the system. Its shutting down but again restarting. My external device showing in computer is "C-Media PCI Audio Device". I changed the BIOS setting to external sound card. I am using the Windows 7 32bit. Please help me on this.

Go to your Power Settings and make sure under Choose What the Power Button Does is set to SHUT DOWN. If it is set to hibernation or sleep, it maybe waking up again (never shutting down) because the USB is keeping it awake.

The power button option is in SHUT DOWN only. And my sound card is not a USB, its attached in board below the Grapics card. If i remove that sound card the sustem is SHUT DOWN. But of i add that sound card only the System is Restarting after the SHUT DOWN.

Then it sounds like a power issue, either there isn't enough power (low end PSU) or the card is causing a short. IS there a reason your using a ext card then onboard? Been a very long time since I seen anyone have ext sound.
