Will the E4500 @ 2.20 bottleneck the R9 270?

The R9 270 is a pretty decent card. It's about as fast as the old 7870 after all. At stock clocks it depends on the game, but yes your CPU will generally be the limitation. Of course you can probably get a good overclock out of that CPU, but it depends on your motherboard.
