Go to Device Manager to check if the system detects an unknown device, in your case R9 270X.

Before you install the new driver again,
- Have you tried reboot your computer after the uninstallation?
- Have you tried the latest version 14.4?
- Have you tried using CCleaner to clean all the old ATI registry?
- Have you tried DDU - "Display Driver Uninstaller"? *recommend this one
- Have you tried "AMD Uninstall Utility"?

Go to your "C:\" and "Program Files" to delete anything related to AMD/ATI.

I did everything except DDU, I have tried the two newest versions and get this error:

Ok, I ran DDU in safe mode, after backing up system and all, the only thing I noticed different is it asked to create ati folder, but same install failure.

At this point it almost seems to be easier to install a new OS of windows 7 on a new volume, but I already have 3 seperate OS (two win 7 ult 64 bit non working and vista) and this is driving me bonkers

Repair windows or reinstall windows completely. Make backups of important files.
Try again in installing the drivers.

Try reinstall windows, I had the same driver problems on both Nvidia and AMD gpu (Windows 8 and 8.1). System said installation failed or so. I reinstalled windows again and everythings back to normal.

I had no problem installing my R9 270. The price doesn't affect this issue. It could be Windows problem or the drivers problem. The card perfectly works since you are getting a display from it.
