Solution

On the cpu support list the athlon x2 280 specifically is not listed, the highest it goes is to the Athlon II X2 270.

You probably need to update the bios to the newest version, you might get lucky.

And your power supply numbers are wacky it is probably defective as well, do you have any other power supply you can install to test?

Need info.

The names of the games you are trying to play.

The graphics card name.

The wattage of your power supply.

The resolution of your monitor.

when this issue starts i can't run any game even Pes 2013.
Powersupply 300W I have Case Gigabyte Gz-X3
Iam Working On Onboard graphics card
resolution of monitor : 1024*768

Your voltages are way out.
On a psu it should only ever be about plus or minus 10% each way on the stated voltage ratings.

If your readings are right, there is something wrong with your Psu.
Without the correct power it will hinder the speed of hardware.
And can lead to an unstable system, performance.

An unstable power supply can cause problems like this. If you try another power supply it should resolve the problem.

Your system should be able to play pes 2013 on low settings.

What are the problems exactly? Just slow?

You say you need to restart, is your computer freezing when you try to play a game?
