cannot open any .exe files

No matter which program i try and download to fix this i get the following popup window
do you want to run or save this file. if i click run it just refreshes the window. i have run my virus scan so my computer says its protected help
 
Solution
STACKS ON DECK
issues with the system conf files . . it is a virus attack which scrambled the file system and it then auto removed . so that there isn't any virus detection . . . need to refresh windows
