Should I get this video card?

Should I get an NVIDIA GeForce GTX 650 DirectCU TOP 1GB Edition?

I think this is the best video card I can get for my system without bottlenecking.

Specs of my system:

Intel Core i3-3220 (3.30 GHz)
8 GB of RAM
NVIDIA GeForce GT 620

I would like to play modern games.

Get a GTX 750 Ti. It will play any game on 1080p on med-high settings, only uses 60 - 70 watts of power, so it means that almost any psu is compatible, and it won't be bottlenecked.

Your i3 won't be a bottleneck for anything other than the very top end GPUs. But I too would recommend buying either a gtx 750ti or a r7 265. They both use very little power and have a god price/ perfomance, as they both cost around $150

You can get either one, no need for a new PSU. Battlefield 4 runs better on AMD cards with Mantle, Watchdogs run better on NVIDIA cards because of poor optimizations.
