Almost impossible to estimate. A single user doing large file transfers can saturate the bandwidth. The common number used is 10 active users but "active" is not really clearly defined. Web surfing is extremely tolerant of packet loss and variations in packet speed. Games can tolerate none of this. Video streaming is someplace between. So it really depends on your mix of users. I know in business situation where it is mostly web aps and email 10 works very well and many times you can get more. The limits on the number of devices that can actually be associated with a device is huge somewhere over 100 but most better be idle.
