Win7 Home OEM 64 bit - new build fresh install blue screen during install

Hello, I am trying to install Windows 7 Home Premium OEM 64 bit on a new build. Everything seemed to go well but when I try to install the OS it starts fine ,then goes to the windows logo animation screen but I get a blue screen.... I ran UBCD using Memtest to check the ram and checked the HDD too. Both checked out fine.

I cannot figure out what is wrong.

Here is what is in my PC build.
Motherboard: ASUS P8z77-v LX
CPU: Intel i7 2600
RAM: Corsair Vengeance 2x4GB (8GB) dual channel set (running 1600 at 1.5volts)
Graphics: EVGA GTX 760 (it is not installed)
PSU: Cordair CX750
CPU cooler: Corsair H60
Optic Drive: ASUS OEM DVD CD RW
HDD: Samsung HD 103SJ

Here is what I have done so far.

Ran Memtest86: both sticks passed
ES-Tool on the HDD: passed
Using a bootable windows USB: still got a blue screed
Used a bootable USB with Ubuntu: starts ok but then crashed. Screen goes black and can't get error information.
Loading one ram stick at a time: still blue screen on both
Ran KillDisk
Use GPart to reformat HDD to NTFS

One thing of note I will say is that The CPU and the HDD were both gifts. My friend was a support tech and gave me a used CPU, (was pulled because the customer upgraded). The HDD was new but part of a build he was working on but gave up because of a lack of time.

I am out of ideas on what else I can do. Thank you all in advanced and this is my first time posting so if I should move this post somewhere else please let me know.

I would suspect the motherboard as the issue.
