I've heard TPC 812 has Vapor chamber which i dont know about it and Evo 212 is still very popular and also i know nothing about water coolings. Their price are nearly same so which one should i get it for overclocking ?
I couldn't find them on a same benchmark test.

I have 970a-ud3p mobo with phenom II 3.4ghz BE and will have FX processor soon

And also my mobo says cpu cooler weight limit is 450g, would a heavier one be a problem ?

"The TPC 812 isn’t a bad cooler—its performance is still impressive. It’s just not enough to dethrone the Hyper 212 Evo... "

I have issues with liquid coolers such as the reduced air flow over the CPU voltage regulators, plus I'd be really shocked if you could find a good one for the cost of an EVO.

The EVO is the bare minimum in my opinion for a light overclock of an FX-8350.

Weight:
The reason for the weight limit is to prevent damage to the motherboard by warping it.
