Changing the power supply will have no impact on your FPS rate. None.

Upgrading your video card would provide you the greatest performance boost. Your HD5450 is really an entry level GPU and not designed for heavy gaming.
no the wattage of the power supply is for the gpu and cpu. if the power supply is under sized under gaming stress your rig would shut off. the two issue with your rig is the slow cpu and the older video card. if your going to upgrade i would look at a faster card like the 7800 or the r line that replaced it or the newer 750ti or 760 card. at some point with a newer gpu the cpu going to bottle neck the frame rates.

Your best bet is to throw a 750 ti or so into your system and be done with it. It isn't a strong GPU by any means, but it should match up well enough with your CPU, are cheap, and low power (you've got enough wattage, but not sure what your PSU is).

There you go, a MSI one that is $125 after mail in rebate.

And here are some charts comparing your GPU to a 750 ti. (Real world gains you'll have to research)
