getting low fps in games due to cpu or powersupply?

im getting low fps in games whats the most likely cause of this, my cpu or my power supply?
its not anything else because the other parts are new, and iv switched them out. iv reseated my cpu many times and im scared i might have damaged it by putting 90% isopropyl alcohol on it to clean the thermal paste. iv used a cotton swab with isopropyl alcohol and touched the green part of the chip with it also but i don't know if that's OK or not. so i just wanna know whats the most likely cause of my low fps is it my CPU or my power supply.

i have a gtx 770
fx 8350
cx600
asrock 970 extreme 3 rev 2.0
win 7

Touching the green part is 100% fine. I SOAKED my CPU in isopropyl alcohol and it is just fine.

I cannot see that PSU having any problem. If you are playing some heavily-single thread reliant games, the FX-8350 may bottleneck them. Overclocking will help with that. Just don't forget to get a good CPU cooler!
