how to get out of automatic repair loop windows 8

downloaded a program to increase CPU speed got tired of adjusting the settings every day so i uninstalled the program right away no other program would open. i did a factory re set, 99% done and it failed. now laptop stuck in automatic repair loop. i tried a rest, refresh nothing worked. i don't have a re store point. recovory portion of the hard drive was deleted when i thought i made a recovery USB drive..turns out it was made all wrong. tried downloading windows 8 from another computer to instal by USB drove..didn't work. i have learned you need a ISO image but i can't get it on a computer running windows vista. i am not sure what else to do. i have found some windows 8 discs on ebay. 1 to repair, re boot and recover, the other a restore recovery disc. i have found windows 8 to buy but at $100 i'm hoping not to have to do that. if needed i will provide links to these programs. does it appear theae programs can help? i did system diagnostics..everything passed. i can get to my BIOS though i find nothing there that can help.
my system is windows 8 64-bit.

If there is nothing on there that you need to keep, download a windows 8 iso and do a fresh installation, formatting the hdd completely.
If you do need anything from it, wait for these recovery discs to arrive and attempt them, or recover any files you need using a HDD caddy before doing a fresh installation.
