What is making my computer sub-par? What is my Bottleneck?

So i have a PC that i made back in December. It only cost me around 500 bucks total, so yes i know that it isn't the best, but please dont insult me about it. im new to building computers.
heres my rig-

GPU- EVGA Gt 640 1gb dedicated GDDR5 Superclocked
CPU- Intel core 2 vpro (which is essentially just a slightly bumped up duo) e8400 3.00 ghz
ram- 4gb
OS- Windows 7 ultimate 64 bit

So heres the deal-
I play games. I will use skyrim as my example. I can play skyrim on Ultra with the HD texture pack and get 128 fps when im indoors. BUT when im outdoors, it looks like crap and runs like crap. And other games like Borderlands 2 run okay on ultra but still look like crap. WHAT IS MY PROBLEM? I understand that my rig is not fantastic, but what is my bottleneck? Thanks. PS. Im using Razer game booster

your gpu is pretty far from being able to run any of them games at ultra. high maybe medium most likely if your at 720p
skyrim, while its supposed to be optimized for a dual core it really isnt. even top end quads can have trouble playing it smooth outdoors.
borderlands 2 doesnt look great no matter what you do. the cell shaded look while looked ok up close doesnt at a distance.
my guess is your just expecting to much from it.

Okay thanks. The only thing is that, with skyrim in particular, i see others play it and it just looks way better. I was under the impression that my video card was pretty good. It meets the criteria for skyrim. AND i thought that the cpu had little to no effect on the visual aspect. So i guess what im asking is, why does it look bad?

thanks for the help, man. I have used a combinations of mods and tweaks, and now my skyrim runs great and looks great. thanks again for your response
 
your rite it does meet the minimum/recommended spec for the game but thats for the vanilla version, your playing with mods which adds quite a bit of overhead to the game.
i would suggest if your using nexus mod manager you also use the debug tools that tel you what order to put your mods in to get them to work smoothly and without error... (some will break the game if there in the wrong order while others will just crumple performance)
if your using any of the texture packs for hd textures then disable the skyrim hd textures that came with the patches.
patch the game with all available patches including the community patches. there much more up to date and solve a lot of outstanding issues that the game devs have ignored.
