What is a good gaming setup for ARMA at ultra settings

i have a budget of 2500$ including everything as in monitor mouse and keyboard and wanted to see what yall can come up with

If you're refering to ArmA 3 this build can get you at ultra. but if you want the best for your money I'd be happy to suggest.

great suggestion but could you get me something higher end please around 2500 :)  thanks i also wanna run games like bf4 and such on ultra so yeah

I would consider a much better monitor in your price range. 1920x1080 is really too low for a 27'' screen. Since that build is under budget anyway you could either get a 2560x1440@27'' or a 1920x1080@120Hz 24'' screen for ~$400 and still be under budget.

If you're not overclocking it may be worth getting a Xeon instead of the i7, the equivalent Xeon is slightly cheaper since it doesn't include integrated graphics.

This is as good and as expensive as I can get. My basis is watch dogs on highest 1080p so yeah this could do. You could get rid of the cpu cooler if you don't want to overclock. This is a beast of a rig I can tell you that. Also, I went with a B85 instead of a Z87 'cause I heard it works better with the core i7.
