Is case soundproofing bad?

Hi,
I was just wondering if you soundproofing a case will decrease the efficiency of air flow or ventilation?

Is it better to have no soundproofing?
Also while I'm at it but is the Sapphire Radeon R9 270X a loud graphics card?

Sapphire makes some quiet cards.

As for silencing, covering the intakes and exhausts with sound proofing will result in less flow, theres a balance in the two, where you get good flow, and still some sound dampening.

Great ok! I'll probably purchase a case then see how it goes. If it's loud I can always add some soundproofing foam!

I have another question. With this case here http://www.coolermaster.com/case/mid-tower/k350-rc-k350-kwn2-en/,
is the PSU on the top or bottom, will it matter?
I've heard that it can get hotter up the top of the case!
