I hve a Windows 7 Home Premium computer whose MBR is corrupt. How would I create a new MBR if I cannot access the c drive on

Corrupt MBR-
At boot, the pc displays an I/O device error. Eventually appears to be the MBR is corrupt. How would I replace a corrupt MBR on the "C" drive of the laptop. The pc never had a system restore done and when an attempt to repair displays, shows no OS.
