Hard drives spins down, up, down when shutting down.

I have a Windows 8.1 system with a SSD and HDD for the OS and data. I have this weird niggle that happens when the computer is shutting down; my HDD spins down (like one would expect), but then it spins all the way up again, just to down spin down again as the computer turns off.

My windows power settings are not set to spin down drives at all. Any ideas what could be causing this?
 
Solution
Could be a glitch in the OS and turns off the disk but after it does, it realizes it needed it for something else.
If it's just during shutdown, you really shouldn't have to worry about it.
If it turns off immediately when you hit the shut down button, it can be a controller/OS problem.
I'm not all that familiar with Windows 8.1 I had it for just a few days..
From start > Type in "Refresh PC" Look for something like "Refresh your PC"
This won't delete personal data, just apps. It will leave a doc on your desktop teling you all that apps and applications that were uninstalled. If that doesn't help, it maybe the disk.
As long as everything is done quickly without any errors, it shouldn't really be a big problem.
